Matt Phlatt lives a normal humdrum life in an urban flat-world, a wet and windy city, along with his fat cat, Geoff, and fish, Chips. Matt has an accident at work where he receives a massive jolt of electro-magnetic energy. At the same time a dangerous bank robber is released from a 1930's black and white film.
